Summary of incident
On 08/17/97, while confined in El Paso, Texas, the subject and 2 other inmates were cooking heroin. The subject made a triple dose of heroin and injected it into the victim, a 22-year old Hispanic male. The victim died of an overdose of heroin. The victim was found when officers did a count in the cellblock.
